
Mr. Sotha Ros
Executive Director
Mr. Sotha Ros brings with him 28 years of extensive experience in development work. This includes a decade dedicated to capacity development within civil society and grassroots organizations through INGOs. Additionally, he possesses a decade’s worth of experience in effectively coordinating numerous domestic UN projects and programs. These initiatives have been instrumental in supporting senior governmental officials in areas such as poverty alleviation and national policy development. Since 2019, Mr. Sotha has dedicated his strength to CHRAC, rebuilding a human rights network in a restricted civic space.
Mr. Sotha is a dedicated advocate, contributing over 20 years of expertise in advocacy training for human rights and development causes, alongside extensive experience in practical advocacy campaign management. He has conducted training sessions for civil society members, including governmental officials, across the human rights, forestry, health, education, and occupational safety sectors. His involvement extends to writing six series of advocacy manuals, as well as authoring an Evidence-Based Advocacy Manual.
Mr. Sotha is recognised as a prominent human rights defender, emerging as a leading public speaker and respected guest of the Cambodian and international media landscape. To facilitate and promote his advocacy, Mr. Sotha has built strong networks with CSOs, private and senior public bodies, political parties, and grassroots organisations.
Mr. Sotha is a UNOHCHR International Human Rights Mechanism alumni and has a bachelor’s degree in General Management, Master of Arts in English and Master of Development Management. In recognition of his achievements in social development, In recognition of his contributions to social development, Mr. Sotha has been honored with the Tara Award from Savika-Sikkhalaya University in Bangkok, the Ambassador of Peace title from the Universal Peace Federation (2012) in the USA, and the Honor of Horticultural Therapist Master designation from the Asia Pacific Association of Therapeutic Horticulture in New Zealand.

Ms. Lek Ka
Human Rights and Operational Support Officer
Ms. Lek Ka has previous experience as a Human Resources and Administration Officer from 2015-2017, as an Accountant at a real-estate agency from 2017-2019, and as a Trainer at NGOs from 2019-2023. She has been a strong advocate for youth and community development for the past three years. She has conducted training courses for youths to develop skills including public speaking (specifically for advocacy), facilitated young people attending monthly commune meetings, and promoted evidence-based research skills for young people to face their challenges. Within her community, Ms. Lek has actively promoted measures to reduce garbage and litter, ensure community safety and advance women-led businesses (particularly for younger entrepreneurs). Ms. Lek holds a Bachelor’s Degree in Accounting.

Mr. Sam Ouen Sok
Senior Legal Advisor
Mr. Sok Sam Ouen is presently an Attorney at Law within the Bar Association of the Kingdom of Cambodia (ID No. 149) and Chief Attorney of AMRIN Law and Consultants Group.
Mr. Ouen is the former Executive Director of the Cambodian Defenders Project (CDP), serving in this role from 1994-2012. Under his stewardship, the CDP represented victims in tens-of-thousands of cases involving disputes over land. Some of these cases involved advocating for hundreds of families. During this period, he organized approximately 100 workshops discussing legal and administrative issues to promote justice in Cambodia. Many judges, prosecutors, police officers, military officers and human rights activists participated.
Mr. Ouen also conducted international study trips with this cohort of local authorities and activists, facilitating education for these people about the judicial systems in Thailand, Malaysia, the Philippines, Sri Lanka and Hong Kong. Mr. Ouen has experience based on his training at UN Site 2 Camp from 1989-1993 and as an Attorney in the Cambodian Court system. As a result, Mr. Ouen was able to facilitate several training courses for the police and military about laws and legal techniques, reaching tens-of-thousands of personnel. He was invited to give lectures at the Cambodian Police Academy. He has also worked as a consultant for the legal work of many Cambodian NGOs.
Mr. Ouen was awarded an International Human Rights Defenders Award by the American Bar in 2002, a medal of Saraphorn by the Cambodian PM Samdech Decho Hun Sen in 2010, a Certificate of Appreciation by the Minister of Defence in 2008, and further Certificates of Appreciation from the Minister for Women’s Affairs and other NGOs.
Mr. Ouen has a background of military service. He was trained as a Senior Commander in the Malaysian KPNLAF. He resigned from his military career in 1989 following the withdrawal of Vietnamese troops from Cambodia and joined the police within the UN in Site 2 Refugee Camp. He was engaged as the Director of the Khmer Police Training School and Khmer Border Prison in Site 2 from 1989-1993.

Ms. In Leakkhina
Finance and Admin Assistant
Ms. In Leakkhina is a finance and admin officer at CHRAC. She has worked to produce significant budgets for CHRAC’s internationally funded programs, projects, and operations. Additionally, Ms. Leakkhina has four years of experience working as an English teacher, and has played an important role in expanding her students’ proficiency in the English language. In 2017, Ms. Leakkhina volunteered as an English interpreter for the Medical Outreach Mission, facilitating communication between Singaporean doctors and patients during health check-ups and treatments. Ms. Leakkhina has also participated in the Students Exchange Program on Leadership, Experience, and Knowledge, where she exchanged insights and experiences with students from numerous universities. Ms. Leakkhina holds a bachelor’s degree in Finance & Banking, and a bachelor’s degree in Arts, Humanities, and Language in English Literature.

Mr. Yong kim eng
President of PDP-center
Mr. Yong Kim Eng, President of PDP-Center, an NGO that advocates for human rights, democracy, and youth issues. Kim Eng has worked for organization since 1992. He graduated with a Bachelor Degree in Khmer Literature from Royal University of Phnom Penh in 1995, with a Diploma in General. Administration from Royal School of Administration in 1998 and with a Master Degree in Management from International Institute of Cambodia (IIC) in 2005. From 1994 to 2005, he was President of the Khmer Youth Association. (KYA) which is only youth organization established during the UNTAC period which still survives today. Mr. Yong Kim Eng has been active in youth activities. He founded and served as president of Youth Council of Cambodia (YCC) 2001 to 2004. Moreover, he sits on the Board of Directors for many NGOs such as COMFREL, YRDP, CISA, CHRAC, YCFO etc. He continues to be active in these areas today. He also advocates for anti-corruption law, access to information law, youth policy, alcohol policy and national human rights mechanism.
